Remedy Entertainment, developer of Quantum Break for both PC and Xbox One, have recently addressed the community about the performance issues regarding the PC version, and potentially the same issues on Xbox One as well.
The developer posted a link to their forum post via their Twitter feed.

Remedy posted the following statement on their forums, along with a large report attending to all of the noted issues people have had with Quantum Break since launch.
