During the Bethesda E3 press conference, they talked about the Special Edition of Skyrim, which is a fancy way of calling it an HD version of the game, except that the game was already made in HD.
One of the big things they talked about was how people that owned Skyrim Legendary Edition or own the original version and all of the DLC will get the new Skyrim Special Edition for free, but apparently only on Steam (PC). Further more, people that want to purchase the game on the PS4 or Xbox One will be paying full price of the game according to this tweet by Pete Hines, who is the VP of PR and Marketing at Bethesda. Now, tweets should be taken with a grain of salt, but that is as close as we have gotten to any confirmation so far about the Skyrim Special Edition.
Also a big question for PC owners has been about the mods they have for the game already and it has been confirmed (also on twitter) that the new Special Edition will be running 64bit, so all or most of the mods you already have will work on the new edition of Skyrim.
